This is the portrait that emerges from the statements of Joseph Tripoli, general secretary of Unioncamere, during the Rimini Meeting. According to the medium-term forecasts of the Excelsior information system, developed by Unioncamere in collaboration with the Ministry of Labour, the PA is called to a profound renovation, heading straight towards innovation.

PA revolution: almost 900 thousand hires in 4 years

The Italian public administration finds itself at a crucial crossroads: it is essential to renew itself to face the challenges of the future, in particular to effectively manage the implementation of the National Recovery and Resilience Plan (Pnrr). Tripoli underlined that innovation and efficiency are fundamental to having a public administration that keeps up with the times, capable of responding to the needs of citizens and businesses.

Between 2024 and 2028, are expected approximately 846 thousand new hires in the public sector. Of these, 91% will be allocated to replace existing staff, involving approximately 774 thousand employees over the five-year period, with an annual average of 155 thousand hires. This increase will lead to an overall increase of 73 thousand public employees compared to 2023.

Digitalisation and graduates: the future of the PA

Tripoli underlined the importance of digitization and Artificial intelligence to make public administration more modern and efficient. These tools will help reduce time and costs and simplify procedures. As reiterated by Tripoli, it is also crucial invest in people: by 2028, over 37% of new hires will be for highly qualified and specialized figures, and 76% of the total need will involve graduates.

The employment expansion will affect several sectors, with 40% of new hires expected to occur general Services andcompulsory social assistance. The sectors sanitary and dell'instruction will each contribute approximately 30% of this increase, with almost 22 thousand new hires in both sectors.

The needs analysis shows a predominance of the request for qualified and highly specialized figures, which will represent over 37% of the total in the period 2024-2028. This is followed by technical figures and employees, both at 22%. Approximately 646 thousand new public employees will have a university education, 159 thousand will have technical-professional training and 41 thousand will have a high school diploma.
