There is an extension, there is no extension. Maybe there could be a middle ground. This is what is happening yet again day of chaos on the 110% Superbonus, with the Mef denying some members of the majority on a possible extension of the measure which, we quote verbatim, has been causing "stomach ache" for the Minister of Economy Giancarlo Giorgetti for months.
The Mef denies any hypothesis of an extension
Rumors have been circulating for hours about a possible extension of the Superbonus for condominiums. The road, however, seems uphill. Even more so after the clear statement released in the early afternoon by the Ministry of Economy and Finance made it known that "excludes (and denies) any hypothesis of extension of the Superbonus circulated in recent hours and published by some press organs". A note that seems aimed more at colleagues of the majority, and of Forza Italia in particular, than at the press. On the other hand, the fact that in Via XX Settembre they do not look favorably on the measure and on any hypothesis of extension is certainly nothing new.
Superbonus: possible lifesaver on the way?
The words pronounced on the morning of Tuesday 12 December by the speakers of the Maneuver, Guido Quintino Liris of Fratelli d'Italia and Dario Damiani of Forza Italia, who had hypothesized a possible intervention in extremis on the superbonus, provoked the sharp reaction of the Mef: " I think something for cclose some progress of the construction sites in a non-onerous way" could exist, "let's see what the government says", said the rapporteur of the maneuver and group leader of Fi in the Budget Committee, Dario Damiani. Shortly before, the other rapporteur on the budget bill Guido Liris had also spoken "not of an extension but of Sal (state of progress of work) extraordinary" on 31 December, to take into account all the works for 2023.
How do you explain Il Sole 24 Ore Liris's hypothesis arises in the same structure as the superbonus. The transfer of credit and the discount on the invoice, in fact, can be paid for individual Sal. Each work progress report, however, must refer to at least 30% of the intervention. The problem is that many of the jobs already paid in 2023 have not reached the minimum threshold, therefore they cannot be included in a Sal. The hypothesis under study would therefore be that of give it a few more days (from 31 December to 10-12 January) to document everything that has been done up to the end of December 2023 and therefore obtain the 110% deduction. What changes with respect to an extension? Little or nothing, but in certain cases form becomes substance.
Reactions to reactions
“We are still discussing the superbonus because it is one measure costing 130 billion, a real sinkhole for the state's accounts. It's a topic on which you have to move very, very carefully, before writing a law and ensuring that it is approved by Parliament. Therefore we need to make very careful reflections, because these are measures that cost a lot of money", said the Minister of Relations with Parliament, Luca Ciriani (FdI), on the sidelines of the conference "Manovra 2024. Time for budgets" organized by Conflavoro sme.
However, the group leader of FI in the Chamber, Paolo Barelli, pushes a little further and, answering Ansa's questions, states: “Those who have abused this instrument and even defrauded the State should be prosecuted harshly. But at the same time FI believes that honest citizens and companies are now in difficulty must be able to have an extension, albeit limited, of the superbonus". The stop of the Mef? “I believe that the government must take into consideration the needs of citizens, condominiums and honest companies to be able to complete the works”.
In short, when everything seemed to have been decided, the soap opera Superbonus once again moves away from its season finale.
