Restrictions on basic income by the Draghi Government. With the 2022 Maneuver, the rules on controls, refusals and sanctions change, but a cut in the amount of the subsidy is also established starting from the sixth month if there are "employable" components in the receiving family. The purpose of the changes was clearly explained by Premier Mario Draghi during the press conference for the presentation of the budget law: “The current system hasn't worked”, said the Prime Minister, “it needs to be fixed. It must be maintained, without abuse, and must not hinder the functioning of the labor marketwhich it did."
Let's see, in detail, what they are the main news on the basic income contained in the Maneuver.
CITIZENSHIP INCOME: THE AMOUNT CUTS
Based on the provisions, starting from the sixth month of receipt of the subsidy, the amount will be reduced by 5 euros every 30 days until one of the "employable" members of the family nucleus accepts a job offer. The reduction will not apply to families whose members are unemployable and to families with a member under the age of 3, with serious or non self-sufficient disabilities. In any case, the amount of the subsidy can never fall below 300 euros per month (the figure must be multiplied by the equivalence scale based on the number of family members). Cutting is suspended when at least one family member starts working.
CITIZENSHIP INCOME: JOB OFFERS AND REFUSAL
The second refusal (today there are three) of a job offer will lose the right to collect the basic income. The Maneuver approved by the council of ministers it also modifies the rules on the basis of which a job offer can be considered "fair". It is a job offer with a fixed-term contract, part-time, on administration for at least three months. As far as the distance from home is concerned, in the case of a first offer, the adequacy takes place within 80 km of the beneficiary's home or for an office reachable within 100 minutes by public transport. With the second offer, fairness is valid throughout the national territory.
And again: the application for basic income submitted to INPS for himself and for all adult members of the nucleus "equivalent to a declaration of immediate availability for work", reads the text of the Budget Law. The request is immediately sent to Anpal for inclusion in the unitary information system of labor policies. Applications without a declaration of immediate availability to work are considered "unproceedable" and therefore rejected. If you do not show up at the employment center after the summons, your entitlement to the subsidy will lapse.
CITIZENSHIP INCOME: CHECKS
The Maneuver provides for much more precise and "ex ante" controls, i.e. before the money is disbursed. The new system aims to ensure that those receiving the basic income have an incentive to return to the world of work. The hypothesis of developing a pre-compiled citizenship income is also envisaged, as has been the case for years with the 730 model.
INCENTIVES FOR EMPLOYERS
Important news also on recruitment. Private employers who inform the digital platform dedicated to basic income at Anpal of the availability of vacancies and decide to hire a person who receives basic income will be entitled to the contribution relief provided for by law both for permanent contracts , full or partial, both for fixed-term and apprenticeship ones. In addition, for each person hired, the employment agencies will receive 20% of the incentive.
FREE WORK FOR MUNICIPALITIES
The new Budget law establishes that "in the context of projects useful to the community, the Municipalities are required to employ at least one third of the resident CI recipients". Beneficiaries do this work free of charge. The performance of these activities, reads the text, "is not comparable to a subordinate or semi-subordinate job and does not, in any case, involve the establishment of a public employment relationship with the public administrations."
