Black funds, corruption, piloted procurement: it is for these accusations that the finance police has executed a precautionary custody order in prison for the mayor of Torre del Greco, Ciro Borrielloand five other people. These are the representatives of the Fratelli Balsamo Srl company and two other entrepreneurs from Torre del Greco. According to the indictment, the investigations "revealed a commercialization of the public function carried out by the mayor".

Specifically, the investigations have documented that the company Fratelli Balsamo Srl - it is written in a note from the Torre Annunziata Public Prosecutor's Office - has "established through accounting tricks, black funds of cash, functional to lavishly repay the acts contrary to the official duties placed existing by the mayor". Such sums "They were handed over to the mayor during monthly meetings in secluded places, with no cell phone coverage, by passing from one car to another". Despite all this, the meetings were fully documented with video footage and environmental interceptions.

Ciro Borriello, 60 last February, was re-elected mayor of Torre del Greco (Naples) in June 2014 with a centre-right coalition, overtaking the centre-left candidate and current Pd regional councilor, Loredana Raia in the runoff. Borriello is a surgeon with a specialization in cosmetic surgery and has held numerous positions of a political nature, including that of provincial councilor of Naples and deputy with Forza Italia.
